Information on NCTS

You can find enclosed information on the use of NCTS in Poland - for non-Polish traders.

NCTS electronic communication route

Non-Polish traders shall submit customs declarations for Community/Common transit and send TIR carnet data in an electronic format using the New Computerised Transit System NCTS (except for instances of the system's breakdown).

Declarations can only be lodged to NCTS by e-mail route and must be sent to the following address:

A declaration shall be sent to NCTS as an attachment to the e-mail message. Attachments should be text files in an xml format, the content of which must comply with the rules defined in the following documents (available only in Polish language version):

hereafter referred to as the XML Specification.

What do you need to use NCTS?

To be able to communicate with NCTS electronically, any trader using a transit procedure shall:

  • submit to NCTS the messages in XML format compliant with the XML Specification referred to above;
  • possess valid e-mail address(es) for sending and receiving the NCTS messages as attachments to e-mail messages;.
  • have the company's business data and relevant e-mail address(es) registered in the Reference Data Management Subsystem PDR serving NCTS;
  • traders declaring goods for a transit procedure in their own name and on their own account (as Principals) shall register a national transit guarantee (a comprehensive guarantee or an individual guarantee voucher T32) or a guarantee waiver in the financial and accounting system ZEFIR (i.e. in its module OSOZ - National Guarantee Management System). The comprehensive guarantee or the guarantee waiver shall be registered at the Regional Customs Chamber competent for the place where the trader is conducting its business activity, while the individual guarantee vouchers T32 - at the competent customs office. After the completion of the registration, a Certificate of the Guarantee Registration bearing the Guarantee Registration number GRN and the access code to the registered guarantee shall be issued to the Principal.
