Information on NCTS
The traders using the guarantees registered in foreign guarantee management systems shall enter in the transit declaration the relevant and correct data of the Principal (a non-Polish operator) along with his TIN number and the access code generated by the relevant national NCTS guarantee management system.
Note: To complete a TIR transit procedure in NCTS, a trader moving goods under cover of a TIR carnet is not required to have his guarantee registered in ZEFIR as a TIR carnet itself provides proof of guarantee securing the operation.
Community/Common transit (procedures T1 and T2): It is necessary for a trader to observe the rules relating to representation. Only a person empowered to act as representative (direct or indirect) may lodge a declaration for a transit procedure on behalf of the Principal.
TIR transit: It is important to note that a paper TIR carnet still remains the legal instrument and the principal form of a transit declaration. It may be submitted by a carnet holder or by his duly authorized representative (direct, i.e. a customs agency). The carnet holder is additionally required to submit TIR carnet data to NCTS electronically. A trader other than the carnet holder or a customs agency may send the TIR carnet data to NCTS on behalf of the TIR carnet holder's.
How to register your company's data in PDR?
Non-Polish traders wishing to declare goods for a transit procedure to the Polish NCTS system must have their business data registered in the Reference Data Subsystem PDR. The registration can be completed at any customs office. It is important to note that any further amendments to the company's data can only be captured at the place of first registration in PDR.
For the purpose of registration in PDR:
- Non-Polish traders with a registered office in the territory of the EU, who have registered their data in the relevant reference data bases of their national administrations for the purpose of using NCTS, shall provide their national TIN number and the other data as specified in the Trader PDR Entry Form.
- Non-Polish traders with a registered office outside the territory of the EU, wishing to submit transit declarations to the Polish NCTS system, must provide an identification number being either the ID of the TIR carnet holder assigned by the relevant National Guaranteeing Association or in the absence of the said ID, a relevant national identifier used for taxation or customs purposes (10 characters without separators).
After registering his business data in the Polish reference database PDR, a non-Polish trader shall be issued with a TIN number consisting of maximum 12 characters (country code + numeric identifier).
