Information on NCTS


How to register your user's rights in PDR?

An economic operator who applies to have his company's data registered in PDR shall define his system role as a declarant so that his company is assigned to the appropriate user group and allocated the rights which reflect the declarant's role in the system. The system roles available for declarants are as follows:

  • In case a declarant is the Principal for the transit operation, his company's data will be assigned to Export/Import user group.
  • In the event a declarant acts in the name of the Principal or third persons (the role of a representative), the company shall be allocated to Representative user group. The role of Representative in the NCTS system does not carry any legal implications within the meaning of the Community Customs Code, but refers to a technical mechanism which enables the message to be processed.
  • In case the declarant is the Principal for the operation or acts as a representative, his data shall be assigned to both Export/Import and Representative user groups.

Note: The companies already registered in PDR wishing to submit declarations in the name of Principals or TIR carnet holders should expand their system roles to include Representative role. In order to update a company's data in the system, a trader (or his representative) must report at the competent customs location of the first registration in PDR.

NCTS breakdown and fallback procedure

In the event of the system's breakdown, the following fallback procedure applies:

  • In case of a Community/Common transit procedure traders shall submit transit declarations drawn up on paper SAD forms or on paper model of Transit Accompanying Document (without MRN number). The Community/Common transit fallback procedure is described in detail in the Instructions for NCTS Traders (POL: Instrukcja postępowania dla przedsiębiorców korzystających z Nowego Skomputeryzowanego Systemu Tranzytowego NCTS (tranzyt wspólnotowy/wspólnyi i tranzyt TIR)).
  • In case of a transit under cover of a TIR carnet, the fallback procedure is carried out using only and exclusively TIR carnets.
