1. A person arriving in Poland (both from an EU or a non-EU country) may bring, without a relevant permit of the Minister of Heath, up to 5 smallest packages of a medicinal product.  (Legal basis: Pharmaceutical Law of 6 September 2001 (Journal of Laws of 2008, No. 45, item 271, amended).
2.  Persons arriving in Poland who suffer from an illness that is listed in regulations issued on the basis of art. 37(2) of Act of 27 August 2004 on health care services financed from public funds (Journal of Laws of 2008 No. 164, item 1027, amended) or those who undergo a substitution therapy may bring narcotic drugs or psychotropic substances necessary for their treatment, under condition that in the case of control they present a certificate issued or authenticated by a competent authority of their state of residence as set out in article 75 of the Convention implementing the Schengen Agreement of 14 June 1985 between the Governments of the States of the Benelux Economic Union, the Federal Republic of Germany and the French Republic on the gradual abolition of checks at their common borders.

In the case of persons who reside on the territory of the Republic of Poland and who plan to travel to a state which belongs to the Schengen Zone, in the period, in which according to doctor's prescription, they must take narcotic drugs or psychotropic substances, the certificate is issued or authenticated by the Chief Pharmaceutical Inspector. The maximum period of the certificate's validity is 30 days.

The certificate is issued or authenticated by the Chief Pharmaceutical Inspector who completes section D of the certificate, on the basis of doctor's prescription. Each of the prescribed narcotic drugs or psychotropic substances requires a separate certificate. The Chief Pharmaceutical Inspector keeps a copy of the certificate.

Such a certificate is also used for import of narcotic drugs and psychotropic substances for the purpose of medical treatment from countries which do not belong to the Schengen Zone. It is also used for the purpose of import and export of precursors of 1 category for personal medical needs.

Doctors may prescribe narcotic dugs for a travel which does not exceed 30 days.
