    Using of CELINA – Customs Declaration System

    I. Basic information

    Customs Declaration System CELINA, hereinafter referred to as the CELINA system, is a national system used in customs administration for registration and processing of data from customs declarations and other customs documents concerning goods imported to the European Union customs territory. In this system are operated primarily the customs declaration for release for free circulation procedure, inward processing, customs warehousing and temporary importation as well as summary declarations for temporary storage and notifications required in the implementation of the entry in the declarant's records .

    At present, import customs declarations may be submitted in the following format:

    • an electronic message signed with key for secure data transmission ("paperless", fully automated service)
    • an electronic message not signed with key for secure data transmission, sent or delivered to the customs authority on an external drive, which is accompanied by the submission of the customs declaration on the paper,
    • custom declaration on SAD form (paper form only).

    The rule is that the declaration is accompanied by all documents the submission of which is required for the application of the provisions governing the customs procedure for which the goods are declared. However, in the case of electronic declarations, documents annexed to the electronic declaration are not presented along with the declaration to the customs authority unless the submission is necessary for purposes of customs control, in particular with regard to the statutory obligation to be annotated, authenticated or stamped by the customs authority.

    Documents which are declared in the electronic declaration should be kept at the disposal of the customs authorities by the person making the declaration until the release of the goods.

    The principles on which the sending of electronic declarations takes place (signed with key) are specified in "Instruction of handling and using electronic customs declarations in import procedures".

    In order to take advantage of the fully automated customs declaration processing by the Celina system it is necessary to use a primarily obtained non-qualified certificate issued by the Customs Service External Users Certification Center to sign the electronic message.

    Customs declarations sent to the CELINA system should be completed in accordance with the "XML Technical Specification " for entities and the provisions of the "Instruction for completing customs declarations".

    The CELINA system does not operate with reference to entry summary declarations submitted by the entry of the goods into the European Union customs territory (service in the AIS/ICS system) or the summary declarations and customs declarations of goods export and exit (service in the ECS system).

    II. Terms of using the CELINA system

    Sending the import customs declarations electronically to the CELINA system by the person concerned depends on:

    1. access to the application that allows creation of electronic message in the XML format – specified as XML for entities containing a description of the structure and content of the documents for information;
    2. business registration in Reference Data Subsystem (PDR), and obtained key for secure data transmission that is a certificate of the signing of the customs declarations issued bythe Customs Service External Users Certification Center by a natural person who will send messages to the CELINA system.
